Overview
Proposed as a key flagship entry for the international competition “Reinvent Paris,” this project presents an innovative model that creates value from nothing through air-rights development, capping the Boulevard Périphérique—a circular roadway that has long severed Paris’s urban core from its outskirts. Conceived as a Korea–France collaborative project, it fuses the avant-garde philosophy of French artist Marcel Duchamp with the Jingyeong (True-View) landscape aesthetics of Korean master Gyeomjae Jeong Seon, offering a visionary proposal for a “21.5-century future city” and redefining Paris’s emerging skyline.
Urban & Architectural Concept
The project transforms formerly divisive road infrastructure—once an urban scar—into a three-dimensional urban platform, healing fragmented territories while reconnecting them both physically and culturally. Drawing inspiration from Parisian gardens and forest-like micro-ecosystems, the architectural language features organic, floating spatial forms that breathe and interconnect as if suspended in the air. Moving beyond rigid architectural typologies, the design realizes architecture as a “Living Medium”—a dynamic interface where individuality and openness coexist.

Business Vision & Philosophy
More than the reutilization of underused land, the project establishes a benchmark model that generates entirely new real-estate value through air rights. Conceived as a hybrid platform integrating a hotel, national exhibition pavilion, and cultural facilities, it is strategically positioned as a Global Anchor Destination linking Paris to the world. Receiving acclaim from over 200,000 international media outlets, the project elevates national brand value while creating powerful synergies between tourism and business—defining a new typology of next-generation landmark for global cities.
